"I would anticipate but this is no promise, but I would anticipate that we would see hair salon, nail salons, personal services back indoors probably be reopened up," said Dr. Newel.
That could happen August 28 and if the county makes it through 14 days, school districts could consider opening without a waiver from the health officer.
"There's a lot of metrics that are used to put you on the list. It's possible we could go back on the list. We want to makes sure there's no yo-yo effect for our schools," said Santa Cruz County Office Education Superintendent, Faris Sabbah.
Currently, Santa Cruz County doesn't have enough testing capacity to allow in-school learning.
For now school students will continue to distance learn.
"So, school reopening guidelines which are a legal mandate from the state requires us to test every staff and faculty member every 2 months starting with the opening of school and we do not have that kind of resources at this time," said Dr. Newel.
Newel said reopening businesses would be up to the state officer but that could come with the possible easing of economic restrictions with an announcement expected late this week or next week.
Tuesday, the Santa Cruz County Board of supervisors plan to discuss closing beaches during the labor day weekend.
It would run Friday - Monday.
There would be hours set aside for people to visit the beaches from 4 p.m. to 8:00 p.m.
Of course, you could still walk along the beach to do water activities.
