ReCoverCa Housing Program
This Program provides federal grants to low- and moderate-income homeowners whose residence is located in an eligible county affected by 2020 disasters.
Program Highlights:
- Federal grant funding up to $50,000 per household for the Program to provide mitigation and home hardening for low- to moderate-income homeowners in eligible counties.
- Home does not need to have experienced damage in the 2020 disaster to be eligible.
- Program manages all landscaping, construction, inspection, and permitting start to finish.
Eligible Participants Must:
- Be a U.S. citizen or a qualified alien.
- Have legally owned and occupied a single-family dwelling in an eligible county as their primary residence.
- Have disaster mitigation and/or home hardening needs on the property.
- Be current on property taxes or have an approved payment plan or tax exemption.
Eligible Home Hardening & Mitigation Costs Include:
- Debris clearance, demolition, landscaping, repairs, etc. that increase the level of protection from future wildfires and disasters.
- Defensible Space and Home Hardening activities that increase resilience and reduce or eliminate long-term risks and impacts of future disasters.
- Activities that assist in bringing a home and property up to code with Wildland Urban Interface (WUl) standards.
Required Eligibility Documentation Includes Proof of:
- Identity (valid government-issued photo ID, valid passport, etc.)
- Ownership (current tax records, title/deed, etc.)
- Occupancy (recent utility bill, voter registration, insurance policy, etc.)
- Federal benefits eligibility (e.g., valid passport, birth certificate, qualified alien status, etc.)
- Current property taxes/payment plan
- Income (most recent tax returns, recent paystubs, pension/social security income statements, etc.)
Eligible Disasters Include:
FEMA DR 4558 disasters taking place in Butte, Napa, Santa Cruz, Solano, and Sonoma Counties.
FEMA DR 4569 disasters taking place in Fresno, Los Angeles, Napa, Shasta, Siskiyou, and Sonoma Counties.
*Note that homeowners/properties that have received funding from the California Wildfire Mitigation Program (CWMP) are not eligible to receive assistance from this OOM Program.
